PROCUREMENT SUPPORT: ADULT SOCIAL CARE: 'HELP TO LIVE AT HOME'

Leicestershire County Council needed to reinvent and then procure a new way to do home-based social care for vulnerable adults who wanted to live independently in their own home. The new features needed were:

• integration with Health
• outcomes-based commissioning
• more reablement and less demand
• more use of community, informal and 'universal' care
• reduced cost

David Rosselli worked in a small team that delivered:

• designing the outline Specification for the 'new look' service
